El 3/DIC/2012 será la conferencia de la UIT en Dubai, y comienza a aumentar el debate en torno a al futuro de internet por diversos proyectos sobre su regulación, que en defintiva regularán la libertad de expresión. La UIT niega esto, pero diversas iniciativas como por ejemplo en Argentina, Reino Unido y Rusia, aumentan seriamente las sospechas. Google tomó la delantera con su propia iniciativa en favor de colectar voluntades para mantener una internet libre, la cual es rechazada por la UIT.
